Responsibilities AND Accountabilities

Incumbent requires broad advanced/expert understanding and application of a body of theory in the field of procurement usually acquired through completion of a degree program and/or equivalent experience.
 As an individual contributor, the individual is expected to perform increasingly complex combinations of tasks or functional activities.
 These jobs or positions interact frequently with people within and outside the organization. This position requires incumbents with the well-developed ability to persuade and/or influence others to do things they had not initially intended to do. Involves negotiations when in a position of the same or less relative power (e.g. certain buying situations).
 Incumbents must follow substantially diversified procedures and specialized standards. Because of changing priorities and variances between plan assumptions and actual events, the incumbent must navigate through multiple procedures and sequencing options to achieve the required results.
 Incumbents must deal with differing situations requiring searches for solutions or new applications within areas of learned things. Incumbent faces problems that require selecting solutions or combinations of solutions, often after a careful review of the problem elements.
 The incumbent is expected to follow practices and procedures set by precedents or well-defined policies and supervisory reviews. Incumbents determine their priorities with little supervisory guidance. Monitoring of work results is very infrequent and indirect involving an after-the-fact review.
 
Accountability 1:
Assist in aligning procurement with the O&P businesses 
 
Most Important Activities:
  • Working and communicating with the commodity manager, business managers, and site users to assess needs and provide input in the development of Procurement strategies and tactical plans that address these needs.
  • Develop a detailed understanding of and integration into the supply chain planning process to procure the proper materials in the proper quantities for delivery at the right time.
  • Work with the site procurement associates, Stores Supervision, and site financial control group to maintain the integrity of the Material Replenishment Program (MRP) in SAP
  • Implementing negotiation strategies and tactical plans that result in contracts that achieve identified needs
  • Understand import laws and processes to effectively manage the supply chain on materials sourced from other countries
  • Assuring that the procurement process is followed in the placement of all third party spend
  • Maintaining knowledge of local, national, and international markets
  • Ensuring the Procure-to-Pay process is functioning and audit performance.
 
Accountability 2:
Be a source of positive cash delivery and measurable financial improvements to O&P, especially at bottom of the cycle
 
Most Important Activities:
  • Effective spend management of assigned sub-commodities 
  • Ensuring assigned contracts and key supply agreements are effectively administered and managed.
  • Delivering cost reduction through spend and cost analysis, pricing, extended payment terms, demand reduction, and total cost of ownership (TCO) strategies
  • Work with the site procurement associates, Stores, and supply chain planners to continuously challenge inventories and safety stock
  • Ensuring supplier performance management is in place and actively managed
  • Actively work with suppliers to reduce lead times, which leads to lower onsite inventories.
 
Accountability 3:
Deliver measurable financial improvements to the business
 
Most Important Activities:
  • Negotiate favorable pricing for goods and services and achieve the lowest total cost of ownership within the assigned commodity group
  • Negotiation of extended payment terms
  • Work with commodity manager to develop low-cost country sourcing options for high volume materials
  • Use leverage to gain favorable economics for other INEOS businesses in North American Process Chemical Network.
  • Use leverage with O&P Europe to gain favorable economics globally on purchases
 
Accountability 4:
Understand external macro-economic drivers behind the cost of the goods and services purchased
 
Most Important Activities:
  • Use knowledge of labor and material markets to drive the lowest cost procurement
  • Analyze and evaluate procurement options in light of external market trends
  • Understand global supply chain economics and costs to maintain access to low-cost material supply and create competition where none had previously existed.
  • Benchmark key procurement projects against external cost indices.
  • Communicate trends in key markets that impact the price of goods and services purchased.
  • Maintaining knowledge of local, national, and international markets seeking new sources of raw materials.
 
Accountability 5:
Actively maintain supplier relationships.
 
Most important activities:
  • Engaging suppliers with a clear dialogue regarding INEOS demand and requirements.
  • Pursue market intelligence from supplier representatives.
  • Proactively and continually seek and develop new and competitive sources of supply.
 
Accountability 6:
Leadership
 
Most important activities:
  • Serve as site Team Lead when the team leader is unavailable.
  • Serve on-site committees as assigned representing procurement.
  • Promote, ensure and sustain appropriate employee involvement in SHEQ systems and processes.
  • Train and mentor new procurement specialists/associates and Stores team members. Participates in group team meetings to improve current systems and processes.
 
Accountability 7:
Provide commercial/procurement support to the client functions.
 
Most important activities:
  • Ensuring all sourcing requirements are met in a timely and cost-effective manner.
  • Providing commercial information required for budgeting and planning.
  • Providing procurement input and support for day-to-day transactional work and special projects.
 

Skills & Knowledge Required

  • BA/BS degree with an emphasis in business administration, supply chain, or procurement; a high school diploma (or equivalent) with more than 10 to15 years of equivalent procurement experience can substitute for the degree requirement; 
  • In-depth knowledge of procurement and chemical plant work practices is required.  5 years procurement and supply chain experience minimum and 3+ years commercial experience required
  • Having a technical background would be considered a plus.

Skills and Competencies

  • Goods and service market knowledge and experience with capital projects 
  • Knowledge of the chemical industry
  • Knowledge of low-cost country sourcing
  • Knowledge of key supplier economic drivers
  • Basic understanding of Six Sigma processes and methodology
  • An understanding of client operations and technical awareness
  • Good oral and written communication skills
  • Strong computer skills including Word, and Excel. SAP experience is a minimum with a desire for knowledge in the S4 SAP system.
