Cost Controls Analyst 
 
Position Summary:
The Cost Controls Analyst will provide financial analysis and cost support for Engineering and Capital Projects. This position will work with Project Managers, Project Engineers, Finance/Accounting, Procurement, and other Key Stakeholder groups to gain an understanding of project requirements in order to provide insightful cost management and proper execution of project planning/forecasting tools. The Cost Controls Analyst will adhere to Project Cost Control Policies and Procedures for requirements including, but not limited to, monitoring, preparing and reporting capital costs in monthly forecasts, cash flows and estimate at completion (EAC) or total installed costs (TIC) for duration of a project.
 
Job Responsibilities:
  • Perform work activities efficiently while continuously looking for cost-saving opportunities in coordination with scheduler and project engineer
  • Provide project management with forward looking information identifying expected project performance and comparisons against performance targets
  • Become an active project team member providing relevant input and analysis to project management in order to facilitate making timely decisions
  • Verify control estimates are aligned with the budget
  • Manage changes to the project budget and schedule as appropriate
  • Coordinate continuous interface with the entire project team, such as Engineering, Operations, Maintenance, Accounting
  • Work with the project team to establish planned cash flow of project expenditures
  • Verify the planned schedule is aligned with the control budget and cash flow
  • Monitor and report project costs and perform analysis regarding deviations from the control budget
  • Calculate weekly/monthly accruals included in forecasts and communicate these to the accounting department
  • Periodic audits related to cost and cost management as necessary
  • Participate in the project closeout process
  • Prepare CAPEX and project budgets as required by corporate capital budget guidelines
  • Prepare weekly/monthly project cost forecast reporting that includes incurred, estimate to complete (ETC) and estimate at completion (EAC) or total installed cost (TIC) by multiple levels of the financial WBS during all project lifecycle stages for the Project Team
  • Utilize SAP to analyze data, update spending and forecasting, identify purchase order status, produce cost reports for key stakeholders
  • Support the Project Managers and in reviewing, checking, processing and coding project invoices
  • Support inventory management initiatives for purchase orders issued on assigned projects
  • Prepare financial work breakdown structure reconciliations and journal entries for project cost coding corrections
  • Enter Purchase Requisitions
  • Receiving of Goods and Services for projects
  • Backup to project closeouts
  • Perform other duties as assigned

Required Education and Experience:
  • Bachelor's Degree in Engineering, Construction/Project Management, Business Administration, or Accounting (Preferred) or, project controls, and or cost control
  • Minimum of 7 years of experience in project controls, cost control, scheduling, estimating within the refining, petrochemical, or energy industry (preferred)
  • Proficient in Microsoft Office Suite including: Excel, Access, PowerPoint, and Word; high level of proficiency in MS Excel and SAP 
  • Understand and utilize standard auditing requirements 
  • Strong interpersonal and communication skills, particularly capable of establishing trust, respect, competence and confidence; demonstrated ability to drive best practices behaviors when working with owners
  • Excellent organizational, prioritization, and multi-tasking skills with the ability to function effectively in a fast paced environment
