DOT Compliance Manager
POSITION SUMMARY:
The DOT Compliance Manager has full responsibility for creating, implementing and maintaining a companywide driver compliance and safety training program. The Manager will also maintain all federal, state, local and FMCSA regulatory compliance filings for the Company. The Manager will work independently and as part of a team to lead and oversee RCRA hazardous and non-hazardous waste transportation operations, ensuring branches always maintain environmental compliance. Conduct RCRA compliance evaluations and provide RCRA compliance assistance. The Manager must be able to identify, analyze, and document RCRA compliance as a result of applying expert knowledge of federal, state, and local regulations.
Process and maintain all drivers' records in compliance with federal and state regulations. Ensure that all drivers are well informed and aware of changes and updates in regulations/requirements as directed by corresponding agencies (such as FMCSA, DOT, PHMSA, OSHA). The Manager should demonstrate sound judgment and adherence to compliance regulations; possess strong skills in administrative policy and procedure development and demonstrate strong relationship building and problem-solving skills. Required
- Maintain and update all Driver Qualification Files (includes insurance certificates, physicals, valid driver's license, vehicle registration, etc.).
- Provide training/seminars to all drivers, as applicable, under corresponding state and federal regulations.
- Prepare and maintain records of all drug and alcohol tests (including random drug and alcohol screening), as required.
- Responsible for all Federal, State and Local operational regulatory filings.
- Prepare and maintain detailed spreadsheet referencing the permit or certificate's title, purpose, cost, effective/expiration date, etc.
- Maintain and update a Safety Program that also includes the benchmarks for compliance both with company programs and DOT requirements.
- Research Industry Best Practices and stay abreast of changes or developments in the industry that increases safety and adds value to drivers, to include identifying systems, technology, etc.
- Knowledge of DOT/FMCSA processes (DataQ, UCR regulations, etc.)
- Proficient PC skills (Word and Excel).

- Ability to plan, organize, and direct the work of skilled, semi-skilled, and unskilled employees engaged in administrative functions and driving for the company.

Qualifications
- Have 5-7 years of previous experience working in DOT, FMCSA, OSHA and Hazardous Materials regulatory compliance at a nationwide level.
- Expert knowledge of hazardous and non-hazardous waste management and disposal.
- Capable of analyzing sampling data.
- Experience in the transportation industry (fuel tax, licensing, permitting and registrations, DOT safety, driver qualification file compliance, and hours of service log auditing).
- Previous fleet management experience, to include developing and implementing policies and procedures to address safety and other aspects of fleet management.
- Must be able to exercise tact, discretion, and professionalism when dealing with internal clients and external counterparties (customers, vendors, etc.), as well as when handling sensitive and confidential information.
- Strong problem solving, organizational, time management and analytical skills.
- Possess or obtain a 40-Hour HAZWOPER certification.
- Possess a valid Driver's license with a clean driving record.
Responsibilities
- The ideal candidate will have familiarity working with numerous waste disposal facilities on profiling, coordinating transportation and disposal, and cost assessments.
- Able to sample, characterize, profile, coordinate, and manifest waste streams to appropriate disposal facilities.
- Waste management and compliance experience, including knowledge of RCRA, CERCLA, TSCA and SWDA.
- Understanding of the Health and Safety concerns specific to waste management.
- Preparation of agency waste notifications, annual and biennial reports, state- specific reports and maintenance of required records.
- Coordinate with various regulating agencies for transportation and site permits and updates, as required, as well as follow up with reports and required regulatory agency submissions.
- Development of client relationships to provide ongoing waste management compliance support.
- Completing, tracking, updating, and renewing waste profiles and completing manifests for Hazardous and Non-Hazardous waste shipments.
- Ability to interpret regulations and develop options for complex waste management situations.
- Ensure the fleet maintains compliance with all Federal and State regulatory agencies such as DOT, FMCSA, PHMSA, LPSC, and RRCTX.
- Administer the driver qualification process for all drivers in coordination with the company's DOT/FMCSA compliance program with the goal of maintaining compliance, improving safety, and avoiding DOT violations associated with driver qualification regulations.
- Function as point-of-contact/SME for Driver Qualification File (DQF) documents
- Review new driver 'onboarding' DQF documents to ensure all information is properly completed.
- Partner with recruiter and operations team to ensure they are DOT compliant and that all DOT qualification documentation is complete.
- Maintain updated active driver lists in random drug testing pools/consortiums.
· Notify branch management of upcoming driver qualification document expirations, including medical cards and licenses.
· Respond to Driver Employment Verification checks.
· Review driver motor vehicles records (MVR's) as needed and provide subject matter expert advice on violations noted on the records.
· Work with Director of EH&S to address compliance opportunities.
· Stay up to date on changes to DOT/FMCSA regulations.
· Have a good understanding of FMCSA CSA BASICs.
· Assist in developing, recommending, and executing changes needed with fleet telematics platform (ELDs and dashcams).
· Assist in fleet telematics platform troubleshooting.
· Establish Written Hiring Guidelines that would assist in the identification of qualifications, testing, background, DMV, etc.
· Establishes onboarding process and safety training sessions for all drivers and is the process owner for all driver related safety training.
· Assist in the preparation of monthly, quarterly, or annual Fuel and Mileage Tax Filings and payment of returns.
· Processes License Permit, Registration and Authority applications and orders.
· Maintaining tax and registration filings including International Fuel Tax Agreement (IFTA), International Registration Plan (IRP), IRS 2290 Annual reports, MCS-150 reports, etc.
· Claims management of auto liability claims and, in conjunction with operations management, develop approaches to reduce auto liability claim experience.
· Manages onboarding process and safety training sessions for all drivers and is the process owner for all driver related safety training.
· Perform quality work within set deadlines with or without direct supervision.
· Limited travel may be required (estimated at 10%).
