Our client was founded with the principle that renewable fuels should come from non-food based sources that are environmentally, socially, and economically sustainable. 

The Company is upgrading and modifying an existing oil refinery to produce renewable diesel fuel, propane, and naphtha from sustainable low carbon feedstocks for the California Clean Energy fuel market.

 

They are looking for an Incident Investigator - Process Safety Management to support their facility in Bakersfield, CA.

 

Temporary contract.

Schedule: 6x10's or 6x12's.


Objective:

To conduct thorough investigations of incidents and near-misses within the refinery, focusing on compliance with PSM standards and regulatory requirements. The role involves identifying root causes, developing corrective actions, and ensuring continuous improvement in safety and operational integrity.


 Key Responsibilities:
 

  1. Incident Investigation:
    • Lead investigations for all incidents and near-misses, focusing on the identification of root causes using systematic methodologies such as Root Cause Analysis (RCA) or Failure Mode and Effects Analysis (FMEA).
    • Ensure investigations are timely, thorough, and documented in accordance with internal and regulatory standards.
  2. PSM Compliance:
    • Integrate PSM elements into all aspects of incident investigation, ensuring that all PSM aspects such as mechanical integrity, operational procedures, and employee involvement are considered in the analysis of incidents.
    • Regularly review and update investigation procedures to align with PSM requirements and best practices.
  3. Corrective Action Development:
    • Develop and facilitate the implementation of corrective actions that address the fundamental causes of incidents to prevent recurrence.
    • Collaborate with engineering, operations, and maintenance teams to ensure corrective actions are feasible and effective.
  4. Reporting and Documentation:
    • Prepare detailed incident reports that include factual findings, analysis, conclusions, and recommendations for future prevention.
    • Maintain comprehensive records of investigations, findings, and follow-up actions.
  5. Training and Education:
    • Conduct training sessions for refinery staff on incident findings, lessons learned, and new safety practices as part of continuous improvement in safety culture.
    • Develop training materials based on recent incidents and emerging industry risks.
  6. Regulatory Compliance and Liaison:
    • Ensure all investigations comply with local, state, and federal regulations, including OSHA Process Safety Management (PSM) regulations.
    • Act as a liaison with regulatory agencies during audits and inspections, providing evidence of incident investigations and corrective actions.
  7. Continuous Improvement:
    • Monitor trends in incident and near-miss reports to identify areas for improvement in processes and safety practices.
    • Participate in safety reviews and PSM audits to proactively identify potential risks and recommend preventive measures.
  8. Stakeholder Engagement:
    • Communicate effectively with all levels of the organization and external stakeholders to ensure a collaborative approach to incident investigation and safety management.
    • Facilitate open discussions and forums for sharing safety information and improvements across the refinery.


 Required Skills and Qualifications:
 

  • In-depth knowledge of PSM regulations and industry standards related to refinery operations.
  • Proven experience in conducting incident investigations and developing effective corrective actions.
  • Strong analytical and problem-solving skills, with a methodical approach to root cause analysis.
  • Excellent written and verbal communication skills for report writing and training delivery.
  • Ability to work collaboratively with multiple departments and stakeholders.
  • A Bachelor's degree in Engineering, Safety Management, or a related field is preferred.
  • Certification in incident investigation methods and/or PSM-related training is highly desirable.

 

Hourly wage: $60-$90 (depending on experience)

Per diem available.
