Job Title: Prevailing Wage, Davis-Bacon, and IRA Compliance Specialist

Position Overview

This position is responsible for ensuring organization-wide compliance with federal, state, and local wage regulations—specifically those governed by the Davis-Bacon Act, the Inflation Reduction Act (IRA), and related Department of Labor (DOL) guidance. The Compliance Specialist plays a key role in supporting Battery Energy Storage Systems (BESS) and other federally supported clean energy projects by verifying adherence to all applicable labor standards. This includes supporting project teams, subcontractors, and internal departments such as HR and payroll in meeting certified payroll, wage determination, and apprenticeship requirements.

 

Key Responsibilities

  • Maintain current knowledge of the Davis-Bacon Act, IRA prevailing wage provisions, and relevant U.S. Department of Labor wage determinations.
  • Assist estimating and project teams by identifying and distributing appropriate wage determinations. Manage conformance requests and ensure wage rates are up to date at the time of contract award.
  • Set up and manage project-specific compliance folders (e.g., OneDrive or other platforms) to track prevailing wage documentation, fringe benefit allocations, certified payrolls, and apprenticeship ratios.
  • Collaborate with subcontractors to confirm proper worker classifications, monitor apprenticeship participation, and maintain necessary compliance records.
  • Review certified payroll reports weekly for internal teams and subcontractors to confirm alignment with federal and IRA-specific standards.
  • Support field and administrative teams with accurate timekeeping, job coding, and reporting processes for prevailing wage and apprenticeship documentation.
  • Monitor daily and overall project compliance with apprenticeship utilization thresholds.
  • Serve as the liaison with third-party compliance monitoring firms regarding project setup, document submissions, and subcontractor onboarding.
  • Conduct or coordinate compliance training sessions for staff and subcontractor personnel.
  • Stay updated on regulatory changes and best practices related to federal wage compliance and incorporate updates into internal procedures.
  • Act as the primary point of contact for external audits, agency reviews, or owner inquiries regarding prevailing wage documentation.
  • Generate internal compliance summaries and assist with document requests from Legal, HR, or Risk departments.

Qualifications

  • Bachelor's degree in construction management, business administration, legal studies, or a related field preferred. Equivalent experience will be considered.
  • At least 3 years of experience in wage compliance, construction payroll auditing, or public works project support.
  • Background in federally funded infrastructure, energy, or utility construction projects is a plus.
  • Proficiency with certified payroll systems (e.g., LCPtracker, eMars) and Microsoft Excel.
  • Strong understanding of DOL wage determinations, IRS guidance under the IRA, WH-347 forms, and apprenticeship compliance tracking.
  • Exceptional organization and communication skills.
  • Willingness to travel regionally to project sites across Texas and Central Florida.
  • Must be able to attend industry training sessions or seminars as needed.
  • Remote work is possible, with the ability to report to field offices or job sites as required.

Physical Requirements

  • Ability to occasionally lift up to 25 pounds unassisted.
  • Comfortable walking through active jobsite environments in varying weather conditions.
  • Must be able to safely access field trailers, trucks, or temporary stairways for compliance checks or postings.
