Maintenance Manager

The Manager, Maintenance & Engineering is responsible for the safe and efficient planning and execution of routine maintenance services, turnaround/CAPEX planning and execution, equipment inspection and integrity services, reliability strategy and services, materials management and the management of the onsite maintenance contractors. This role reports to the Site Manager.
 
Accountability 1:
Meet all SHE objectives and comply with all governmental laws and policies for a manufacturing site.
 
Most important activities:
  • Ensure maintenance activities are carried out in a manner compliant with Carson SHE policies, IGGN requirements, and CalOSHA regulations.
  • Development/implementation and monitoring of a comprehensive inspection & integrity program that is compliant to all governmental regulations and internal company policies.
  • Implementation and monitoring of a comprehensive SHE training program to meet OSHA requirements and skill training to ensure competency of workforce
  • Adhere to the SHE management system established for the site including participation in reporting, incident investigations, sharing of lessons learned, corrective action tracking and personal training on Incident Command in support of Incident Management System
Accountability 2:
Delivery of Reliability/Availability targets for the site. Most important activities:
  • Develop/implement and execute a comprehensive reliability/availability strategy for the site.
  • Ensure measurement system is in place to for tracking reliability/availability and causes for deviation understood by the organization.
  • Ensure resources are committed to completing and follow up on root cause failure analysis.
  • Ensure an appropriate spares management system is in place.
Accountability 3:
Maintaining mechanical integrity of assets and protective systems.
 
Most important activities:
  • Adherence to API, ASME, ANSI, and California standards and industry practices
  • Working knowledge of industry standards and emerging trends
  • Audit compliance with PS/IM standard and take corrective action as necessary.
  • Maintain asset condition per Asset Care guidelines. 
Accountability 4:
Ensure adequate cost controls are in place to allow the site to meet its financial obligations.
 
Most important activities:
  • Develop an annual Maintenance budget plan and ensure it is understood by the organization.
  • Monitor performance vs. plan and investigate deviations, taking corrective action when necessary.
  • Ensure appropriate priorities are established for work, work is planned and estimated and actual costs vs. estimates are reviewed.
  • Work with procurement manager to optimize warehouse stock, spares obsolescence, and materials ordering process.
Accountability 5:
Development of people in the Maintenance and Engineering organization
 
Most important activities:
  • Ensure alignment and clarity of roles including expectations around performance.
  • Determine developmental needs of maintenance and engineering group and execute plan to provide training and development as required.
  • Ensure a performance management process is in place and that performance is reviewed on a periodic basis and corrective action is taken when appropriate.
  • Ensure that human resource policies are followed, and the organization is in compliance with legal requirements regarding employees and our relationship with contractors.
Accountability 6:
Technology/CAPEX Leadership for Carson
 
Most important activities:
  • Ensure alignment with O&P engineering authorities and Carson engineering team.
  • Develop and manage CAPEX execution process (including budgeting) for Carson in conjunction with O&P CAPEX group. 
  • Manage and ensure compliance with site engineering policies, procedures, and design guidelines.
Accountability 7:
Contractor Management
 
Most important activities:
  • Manage embedded contractor relationships including: staffing, budget, and annual reviews
  • Manage outside support contractors for I/E, Civil/Structural, Inspection, FEL Design, and others as needed.
  • Work with procurement to document and provide follow up on contractor performance, obtain waivers as required.
  • Manage site approved manufacturers/vendor list; including vetting quality of repair shops as necessary. 
 
 



 
 
Level of education & Experience in general
  • Bachelor's degree in engineering, technical or related field preferred. At least 7 years' experience in refining and/or petrochemicals manufacturing, commercial, and technology roles. 
Technical skills
  • Demonstrated and verifiable experience managing a diverse, multi-functional team in a manufacturing, or related, environment. Prior maintenance/reliability team experience would be a plus.
