Position Title: Project Engineer (Corporate Project Group)
Reports to: Project Manager 

Responsible for: Project Engineering, Design, and Execution

Location: Houston office/Galleria through 2024, and locate to the job site (Arizona - TBD Phoenix) with project team around Q1 2025
Duration/timing: Currently in early phase with strong momentum to FID in Q3. TBD end date but likely through 2026 (likely 2-3 year assignment)
Schedule: 9/80 with possible hybrid office/remote while in Houston, TX.

 

Project Description: Our client is building a large scale pipe production plant to expand part of the business lines that will be an estimated ~$100-200MM project. 
  • It is a non-PSM facility. We will follow our typical stage gate process and work closely with an EPC to execute the project. It will be a greenfield site that has industrial and commercial scope at the site.


Main Function:

Support the project engineering activities of the team in the development and completion of project activities including plans, evaluations, reports and other related project documentation for the project.

Key Roles & Responsibilities:

  • Monitors contractor performance against the project's execution plan, specifically design, procurement, constructability and material management objectives.
  • Assists contractor with P&ID, plot plan, electrical one-lines and area classification development.
  • Performs 'Work Sampling' on P.O.'s, bid tabs, specification bid packages, piping orthographic, and isometrics.
  • Works with Company Procurement to ensure bid packages are properly assembled, bidders properly selected, and bids properly evaluated (sealed as required)
  • Participates in technology selection and is responsible for process and mechanical design coordination 
  • Responds to contractor technical questions related to interpretation of 'owner requirements,' design philosophy, system sketches, and others.
  • Participates in HAZOP reviews and associated P&ID and system sketch reviews, etc.
  • Ensures technical competency of designs.
  • Manages the Management of Change process, particularly the Management of Design Change in contractor's office.
  • At Project Manager's request, performs duties for process and mechanical studies, reviews specifications, liaises with Performance Pipe, Client, and third party experts and executes special studies
  • Interpreting the project engineering and technical requirements for site personnel
  • Ensuring all work conforms to the approved project requirements
  • Project design change control and documentation
  • Assist in technical bid reviews
  • Audit supplier/contractor performance to specified requirements
  • Verify material conformance and provide surveillance of material handling, storage, documentation, and preservation activities
  • Provide input for the preparation and maintenance of estimates and schedules
  • Obtain as-built information and prepare as-built drawings
  • Review contractors rigging analysis, design and procedures that detail transportation, rigging, and erection plans
  • Reviews and approves Key Project Documents (P&ID's, Plot Plans, 3D Model, Electrical One-lines, Paving and grading, Underground Drainage).  Monitor's/reviews all design output of the appropriate contractor.  Arranges and coordinates input from specialists, both internal and external
  • Coordinates and provides liaison support for onplot/offplot interface issues
  • Oversee the document control center 
  • Assists contractor by jointly developing (depends on contracting plan scenarios)

      -           Safety in Design program

      -           Equipment specifications

      -           Plant layout/spacing/3D model and associated reviews

      -           Key work process improvement and its implementation

  • Support site construction effort by providing oversight and direction as required.
  • Ensure safety principles and tenets are followed, especially at site.
  • Coordinate with safety officers and coaches to ensure all expectations regarding safety are well understood and incidents are promptly investigated per site policy.
  • Actively participates in project risk management process, continually striving to minimize risk
  • Reviews cost trends and change orders with company Project Controls
  • Ensures the QA/QC Plan is in place and followed by contractor and company
  • Serves as company representative in Detail Engineering Phase, reviewing and providing feedback to contractor on performance
  • Participates in site system walkdowns for Mechanical Completion acceptance and PSSRs
  • Coordinates vendor support of construction
  • Coordinates engineering support of construction. Ensures requests for information (RFIs) from the GC are answered/resolved in a timely manner.
