Design-Program Quality Assurance/Quality Control Leader

Based out of the Program offices in Virginia/DC Area, the Design-Program Quality Assurance/Quality Control (QA/QC) Leader will oversee the development, and implementation of the QA/QC system including necessary quality design review practices, processes, and operations for the overall program. 
 
Candidate Profile:
Qualified QA/QC professional who can manage and coordinate specialized activity, discipline or team of relevant size and complexity. Leads in the formulation of advanced technical concepts. Provides specialist services in support of project requirements. 
 
Supervisory Responsibilities:
  • Satisfy all program needs by identifying, understanding, and communicating the client requirements and the requirements of the program design to all levels of staff, including supervising other quality professionals.
  • Ensure adherence to Program design requirements.
  • Implement and ensure the application of the Quality Control Plan (QCP) by all the participants in the Project. 
  • Monitor the performance of the quality assurance tasks via meetings, reports from participants, and review of the quality system. 
Duties/Responsibilities:
  • Ensure that the quality requirements specified in all task orders/contracts and standards are met. 
  • Ensure professional quality, technical accuracy, and coordination of all Infrastructure Project deliverables. 
  • Implementation of internal QA/QC procedures for Design Review (Design Check, Verification and Approval by the A/E Team) of all the Project deliverables prior to the official submission to the Client. 
  • Ensure the implementation of independent technical reviews (ITRs), including Cost Schedule Risk Analysis.
  • Utilize DrChecks for design review control; comments will be structured to give a clear statement of the concern, the basis of the concern and, when appropriate, the actions necessary to resolve the concern. Comments will cite appropriate references. 
  • Manage the treatment of major non-conformities and decide on corrective and preventive actions to correct and prevent the appearance of non-conformities. 
  • Report to the Program/Project Manager about quality activities performance and efficiency providing him with information for the management review. 
Required Skills/Abilities:
  • Excellent verbal and written communication skills.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Experience in design review, verification, and QA/QC.
  • Experience with DrChecks
  • Experience working in and development of a Quality Program - Design Quality Focused
  • Experience organizing, leading, and administering independent technical reviews (ITR's).
  • Experience working with US Army Corp. of Engineers (USACE) or NAVFAC preferred
  • USACE or NAVFAC previous work experience a big plus - esp. for the USACE to provide process and procedural understanding of how the Corp. functions and operates
  • Strong analytical and critical thinking skills.
  • Strong supervisory and leadership skills.
  • Proficient with Microsoft Office Suite or related software.
Education and Experience:
  • Minimum Education: Bachelors or equivalent
  • PE Certified - preferred
  • Experience: over 15 years in QA/QC; minimum of 5 years in leadership role.
 
Salary Range:
$150K - $170K
