Job Description

Our client has an exciting career opportunity for a motivated, highly talented Senior Federal Environmental Planning Manager for immediate employment at our office in Honolulu, Hawaii. This important position requires providing project- and program-level leadership and technical expertise for a broad range of multidisciplinary projects, including facility and community plans, military installation plans (ADP, IDP), special planning studies, permitting, and state and Federal environmental compliance processes (NEPA, HEPA). The Senior Federal Environmental Planning Manager will develop and oversee a team responsible for execution of environmental planning projects a critical, large-scale federal contracts focused on planning and permitting for national defense-related programs in the Pacific region, as well as throughout the US and its territories.

The candidate must be capable of ensuring execution and delivery of high quality and innovative planning documents; possess excellent verbal and written communication skills; and have a strong interest in working in a fast-paced and collaborative multidisciplinary team environment. 

In this role, you will:

  • Provide National Environmental Policy Act (NEPA), Hawaii Environmental Policy Act (HEPA), and permitting oversight, authority, and accountability for projects and/or programs.

  • Serve as a Project Manager, Project Director and/or Program Manager on different size projects and contracts, including responsibility for financial management and reporting, subconsultant oversight, and technical staff management.

  • Oversee multiple projects simultaneously within scope/budget/schedule expectations and ensuring quality standards on project deliverables.

  • Respond to a variety of ongoing requests to support projects under our existing contracts, including refining task needs, scoping and costing tasks, and identifying and assigning staff.

  • Build and oversees high-performing multi-disciplinary consultant and subconsultant teams.

  • Review deliverables and monthly invoices for accuracy, completeness, and adherence to contracted scope, budget and schedule.

  • Prepare effective technical proposals and take an active role in the development of new business with new and existing clients.

  • Provide leadership in mentoring personnel, including reviewing their work for accuracy and clarity and providing constructive feedback.

  • Participate in professional associations/events relevant to the industry.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in environmental planning or related field.

  • 8 years of relevant experience or demonstrated equivalency of experience and/or education in NEPA document preparation and related technical studies.

  • Ability to obtain secret security clearance.

Preferred Qualifications:

  • Master's degree in Environmental, Urban and/or Regional Planning or a related discipline.

  • 15+ years experience in NEPA document preparation and business development for environmental planning projects.

  • 10+ years relevant Project and/or Program Management experience.

  • Experience with Hawaii and Pacific Region planning projects.

  • Demonstrated leadership, collaboration, and staff management skills with experience in hiring and supervising staff at all levels.

  • Excellent verbal and written communication skills as well as interpersonal skills to effectively manage projects and interact with teams of staff, sub consultants, and clients.

  • Ability to check the work of others for accuracy and completeness and manage time to meet project budget and schedule.

  • Dedication to high levels of client service and partnership, as well as technical execution.

  • Motivation to grow AECOM's business.

  • Commitment to fostering a close, inclusive, and productive team culture.

  • Excellent multi-tasking skills, with strong attention to detail and the ability to work under pressure and meet deadlines.

  • Proficient in MS Suite, SharePoint (or similar collaboration tools) and remote communications applications such as Teams, Zoom, etc.

  • Experience working for and/or with the US Government, DOD, and specifically the US Navy.

  • Experience working in the consulting industry.

  • Proficiency using Microsoft Office suite of software applications.

  • Due to the nature of the work, US Citizenship is required.

  • Offered rate of compensation (Hawaii locations only) will be based on individual education, qualifications, experience, and work location.

Pay Rate: $115k-$170k (Depending on Experience)
