  • Responsible for overall TAR and Construction Project Controls effort
  • Supervise and mentor MPC/contractor TAR and Construction Project Controls personnel.
  • Ensure compliance with all project controls procedures and work processes.
  • Establish consistent cost reporting for all TARs Construction and MM.
  • Secure, hire, and train Project Controls resources for each project.
  • Improve communication with all refinery departments/workgroups on project controls issues (Accounting, Supply Chain, Engineering, etc.).
  • Coordinate and review the 10-year budget process for all TARs and shutdowns.
  • Ensures the 10-year budgets align with on the long-range refinery TAR schedule.
  • Create and review check/control estimates for all projects. Ensure estimates align with current budgets.
  • Work with the TAR and Construction Organizations to manage hiring plans and rental equipment plans for all projects.
  • Establish allocation and settlement rules for Construction and TARs/shutdowns.
  • Review the final cost allocation breakdown with Engineering and Accounting.
  • Provide project controls support for the TAR revamp projects. Participate in the early stages of estimating, budgeting, WBS, CBS, etc.
  • Provide support for the Maintenance Cost Analyst as required.
  • Provide support for the ER/CP Project Controls Cost Analyst as required.
  • Maintain the interface between Project Controls Group and the TAR and Construction Organizations.
  • Work with the Material Buyer, Material Controller, Warehouse, etc. to ensure all project materials are accurately represented in check/control estimates.
  • Work with Supply Chain on all assigned project's Job Order and rate negotiations.
  • Assist Supply Chain to ensure the correct craft codes/skills per contractor rate sheets are loaded in TRACK. Ensure accurate craft classifications (direct/indirect) and accurate rates are inputted into TRACK.
  • During execution, oversee the daily/weekly/monthly Construction and TAR reporting to Corporate Refining Staff.
  • During execution, coordinate the daily TAR presentation to the RLT.
  • Oversee the Schedulers to ensure direct/indirect crafts and any charge number exceptions are setup correctly for productivity and ID ratio reporting.
  • Provide invoice compliance for POs as required.
  • Provide KPI data, historical data, and closeout reports for all projects.
  • Manage the planning/indirect budget throughout the year.
  • Manage the financial accrual process for the TAR and Construction Organizations.
  • Collect and manage all required data required for Solomon surveys.
  • Oversees the daily force reporting validation to the hiring plans and Lenel badge scans process during all assigned project execution.
  • Coordinate and review forecast estimates during execution.
  • Review project's performance summary.
