PTS Advance has an immediate need for an ON-SITE (not remote) TRACK timekeeper.  This position is on site for our refinery client in Martinez, CA.  We need a Track Administrator for the refinery Outage and T/A Season 2024. Starting date would be around April 22nd and would extend to about the week of May 20th.  Working onsite and weekends will be required.

Pay rate is $32-$35 DOE
 
Responsibilities:
* Oversee all activities of the contractor management process, per the standards established by the company.
* Provide training and assistances to Supervisors/Approvers and contractor timekeepers and resolve questions and issues
* Manage labor, equipment, and material rates (along with other charges such as per diem and meal allowance) within Track to guarantee most up to date contractual compliance
* Create/Assign/Unassign schedules and pay formulas per business(operations) requirements
* Manage and analyze activity for labor resources
o Ensure badge events flow in an IN/OUT order within Track
o Ensure each contractor resource has a skill along with badge events, schedule and pay formula assigned within Track for proper calculations of net billable hours
* Manage override requests within Track
* Audit contractor Track compliance for reporting timeliness, due date compliance and error corrections. Ensure the Contractor Timekeepers are following the standards/expectations that have been established
* Maintain document files which are auditable
* Work with Maintenance/TA Cost Analyst, Accounts Payable, Maintenance Supervision and all other departments to resolve Track issues
* Communicate and work with Plant Security to resolve badge issues affecting Track entries using ACS for verification as needed
* Train contractor timekeepers and management in proper Track usage for general maintenance and large projects
* Run reports weekly at a minimum regarding unallocated hours and unauthorized charges
 
Job Qualifications:
* High School diploma or equivalent
* 3-5 years' experience working with contractor management systems (Track, CMS and other ERP systems preferred)
* Minimum of 3 years payroll and/or timekeeping experience and minimum of 3 years auditing and financial analysis experience preferred
* Excellent oral and written communication skills, strong computer skills in several software systems
* Ability to build/maintain effective working relationships
* Excellent problem solving and analytical skills
* Contract execution and issue resolution abilities
* Ability to work with various groups of people (i.e. accounting, information technology, operations management, contract personnel, etc.)
* Must be able to work independently and cooperatively within a team in a fast-paced work environment
* Experience with MS Office Suites (i.e. Outlook, Excel, Word, etc.)

1. Assign pay formulas to Organization according to contract and site pay rules
2. Monitor approvals from contract owners for skill, rate and schedule changes requested by vendor
3. Verify contractor eligibility for holiday if applicable
4. Support Vendor Timekeepers
5. Monitor Not Authorized allocations and contact Area Supervisors
6. Assist Vendor AR with SES/ERS reconciliation
7. Assist with work order and purchase order issues
8. Maintain master data clean up, such as inactive contract employees and agreement or rate changes
9. Schedule and perform Track training (Vendors, Supervisors, Finance, Project, CP and Turnaround etc.)
10. Support Turnaround group for Track vendors, create Agreement, with skill and rates, create and assign pay formula and all set ups needed to support the labor agreements, schedules, daily allocations
11. Verify per diem documentation
12. Review Labor contracts and identify cost saving strategies
13. Hire and interview additional resources when needed, such as turnarounds or unplanned outages
14. Submit Monthly Man-hours to Finance
15. Submit Monthly accruals for Financial End of Month Close for maintenance and non-routine maintenance
16. Create and update training materials
17. Backfill for Track Coordinator
