Buyer / Procurement Specialist

The Buyer is responsible for all aspects of purchase agreement administration, including preparation of Request for Quotes (RFQs), negotiating terms, and awarding purchase orders. Monitor and help to strengthen and maintain a strong supply chain in the areas of quality, delivery, and cost control. A diplomatic behavior to solve issues is highly required for this position, as highly degree of motivation, and organization with minimum supervision.
 
  • Coordinate the purchase of automated material handling equipment, materials, and subcontractor services in conjunction with engineering, project management, accounting, and suppliers.
  • Prepare and release Request for Quotation (RFQ), and evaluate proposals, statement of work (SOW), and other technical documents
  • Negotiate price and delivery and execute purchase orders, with some expediting for special projects.
  • Work with internal departments to resolve purchasing issues related to parts drawings, BOM discrepancies, delivery, expediting materials, GR / IR receipts, and invoices.
  • Manage relationships with current suppliers.
  • Negotiate with suppliers' price, delivery, and execute purchase under agreements.
  • Participate in project cost reviews and advise on current costs of products and services in support of budget development with stakeholders.
  • Prepare bid analysis and coordinate with project team for bid evaluation.
  • Maintain records of all purchasing activity including purchase agreements, contracts, supplier performance and compliance to purchase agreements.
 
Education
  • A degree in Business Administration, Engineering, or Supply Chain is preferred.
  • An equivalent combination of education (Associate Degree) and/or experience is acceptable.
 
Preferred Experience & Skills
  • Experience with procurement of mechanical and electrical subcontractor services pertaining to installation of industrial machinery and equipment is preferred.
  • Capital procurement and coordination with 3PL is a plus.
  • 5-7 years related experience and/or training, plus if refinery and chemical industry.
  • Previous experience assisting project teams in preparing RFP/RFQ requirements, evaluating proposal responses, and managing supplier cost and performance expectations.
  • Must be proficient with S4Hana System, excel, power point and emails.
