Construction Manager
Location: Deer Park, TX
Duration: 2 years plus

Responsible for the implementation and compliance of all construction personnel to project safety procedures
Responsible for technical communication, progress reporting and coordination with the Project Managers and engineers
Develop and review technical documents such as drawings, specifications and procedures, interpreting and clarifying all the technical details to the project team members
Provide technical direction or instruction to quality personnel involved, proposing and reviewing corrective actions, conducting field engineering such as technical adaptation.

Key Responsibilities
Promote safety awareness and safe performance among site team members, including contractor and subcontractor personnel.
Provide key input into project tasks, such as construction execution plan, constructability reviews, construction methods, contracting strategy, cost estimate, staffing and resource plan, etc.
Serve as on-site point of contact for contractor site management.
Manage interfaces/interactions with contractors and other project functional groups (e.g., engineering, commissioning, operations, etc.) regarding construction issues.
Monitor and appraise the contractor's performance for safety, quality, cost, and schedule; ensure that appropriate corrective actions are taken when needed.
Liaise with the Project Controls Manager, develops the construction management controls system, receives contractor cost and schedule reports
Integrate and analyze cost and schedule reports from multiple construction contractors
Review and approve construction method statements received from Contractor(s)
Manage proposed changes during the construction activities. Review change requests in accordance with Vopak change management process.
Ensure timely field support to fix problems during commissioning, ensures site availability of key vendor personnel
Take adjustments for any deviation from key completion dates and coordinate the work sequences of each team manager and each specialty engineer
Keep Project Managers advised of progress, performance, initiatives, issues, challenges, and anticipated completion dates for construction milestones. Proactively develops plans to mitigate potential issues.
Record lessons learned during construction and close-out activities in the Execution and Commissioning Stage

Experience Requirement
15+ years of demonstrated construction management and execution experience with proven ability in managing capital projects (> $10 MM) in the energy, chemicals, oil and gas or similar industry.
Strong understanding of stage-gated processes, cost estimation and risk management
Must have comprehensive knowledge of project management and contract management to ensure contractors perform per Quality and Safety standards
Proficiency in data-driven decision-making
Knowledgeable in risk management and capable of using the outcome of project risk assessment to improve project execution until the end of the project
Experience managing capital projects where complex interface management are required
Experience of engineering, procurement, contracting and construction of Storage Tank & Marine Terminals including rail loading/offloading facilities
Education Requirement
Bachelor's degree in Engineering or Construction Management/Technology; Certified Construction Manager (CCM) or Project Management Professional (PMP) certification preferred
