Contracts Administrator 

Location: Alvin, TX

Contract Duration: Long term

Pay Range: $40.00 per hour

Schedule: will get at least 40hrs a week. 

 

Responsibilities: 

  • The principle function of the Contract Administrator is to be the leading authority in contract
    administration methodology on their assignments. The Contract Administrator shall provide
    contracting expertise to verify contractor compliance with subcontracting requirements to
    successfully complete the Company objectives and business practices.
  • Develop / adopt a professional set of contract administration policies, guidelines, and
    procedures for prime contracts and for use in appraising subcontract development and
    administration.
  • Develop a properly formulated Contracting Plan, including appropriate performance
    baselines, and reporting criteria, consistent with the assigned Turnaround and/or Contract
    scope definition, the TAR Execution Plan, site conditions, characteristics, business
    environment, Company requirements and objectives.
  • Support Project Execution Planning with contracting planning and contractor marketplace
    assessments.
  • Ensure that all participants assigned to their Turnaround and/or Contract comply with
    applicable laws, regulations, and Company business practices
  • Deal with Contracting issues, solutions, complexities, and difficulties throughout the lifespan
    of the capital investment program, to meet Company expectations.
  • Prepare bid reviews and participate in contract award activities so that contractors begin
    performance of services with clear understanding of the terms and conditions of the contract
    as well as the Company's approach to contract administration.
  • Keep TAR Manager / Superintendent / Services Lead, advised on contractual matters and
    the need for all project execution participants to be familiar with the contract and their role
    in assuring contractor compliance and fair compensation.
  • Provide summaries and analyses of contractual issues to allow the Company policies and
    business practices to be improved and updated.
  • Ensure that the contracting effort meets TAR goals to preclude contract deviations and
    deficiencies, budget overruns, and schedule delays.
  • Monitor and appraise contractor subcontracting to identify risks to cost and schedule
    objectives in time for project managers to take effective corrective action to avoid these
    adverse consequences, especially with a view toward avoiding claims.
  • Monitor and appraise contractor subcontracting performance to ensure compliance with
    contractual requirements and Turnaround expectations.
  • Develop and complete list of deliverables required by contractors and the required schedule
    of issuance.
  • Develop and complete list of deliverables required by the Company and the required
    schedule of issuance.
  • Develop and manage a RACI chart to assure proper distribution of the documents are adhered
    to and the responsible parties are responding in accordance with the contractual obligations
    and project schedule.
  • Develop and maintain Action Item list and report on open items at the project weekly
    coordination meeting

Requirements: 

  • Bachelor Science in Construction Management or Engineering or equivalent. This requirement maybe waived with 5+ years of direct, vertical EPC industry experience.
  • Must have ~ 3 years' experience in chemical, refinery, or other manufacturing industries.
  • Must have 1 ~ 2 years related work experience in Turnaround and Capital (all phases) project management/controls.
  • Prolonged periods sitting at a desk and working on a computer
  • Must be able to lift up to ~50 pounds at times

Additional Information: 

  • Computer proficiency, Word, Excel, and knowledge of SAP considered a plus
  • Inventory management experience a plus
  • Familiar with materials and products used and consumed by the EPC Industry a plus
