Cost Specialist/Analyst

  • The Contract Project Controls Cost Specialist/Analyst will be responsible for providing cost engineering services for projects being managed within the Engineering Department.  
  • Projects range in mid-cap to major in size and consist of revamps, new units, infrastructure projects, and new buildings.   
  • Provide project management with forward looking information identifying expected project performance and comparisons against performance targets.  
  • Project team member providing relevant input and analysis to project management to facilitate timely decision making.  
  • Ensure construction control estimates are aligned with the decision support package's budget prior to commencing execution. 
  • Manage changes to the project budget.  
  • Coordinate continuous interface with Engineering, Maintenance, Accounting, and Project Team personnel.  

Responsibilities Include:
  • Participate with the project team in the development of the plan for the project establishing the WBS 
  • Work with outside engineering firms to ensure project cost control expectations and deliverables are met via facilitating project controls workshop and participating in project meetings
  • Review of cost estimates for projects and development of the control budget from these estimates and phase decision support package
  • Work with the project team to establish planned cash flow of project expenditures
  • Ensure the planned schedule in the decision support package is aligned with the control budget and cash flow 
  • Performs project set up in client's Integrated Project System (IPS)
  • Manages and issues work orders from IPS for the execution of work
  • Review budget proposals for accuracy in cost and schedule
  • Monitor and report project costs and perform analysis regarding deviations from the control budget
  • Calculate monthly accruals, include in forecasts, and communicate to accounting department
  • Develop with the project team realistic forecasts of the overall project cost and schedule
  • Manage, document, and communicate change to the project budget
  • Facilitate and participate in risk assessments, peer reviews, and audits as necessary
  • Facilitates and lead the development and review of the monthly project status report (PSR)
  • Evaluate project risks and communicate cost and/or schedule exposure to project management
  • Facilitate the project closeout process
  • Provide project cost and schedule information in IPA format if project is being submitted for benchmarking

Background:
  • Bachelor's degree in Engineering, Construction/Project Management, Business Administration, Accounting
  • Minimum of 7 years of experience in project controls / cost control in EPC capital projects
  • Proficient in Microsoft Office products - Excel, Access, Powerpoint, Word, Outlook 
  • Familiarity with SAP, EcoSys, P6, and/or Icarus software is a plus
