Cost Estimator
Client: Refinery
Location: Garyville, La
Duration: Contract to Permanent

Schedule: Option to work a 5-8s with the option to work from home on Fridays or a 9/80 schedule but the Fridays on must be in office
Estimator will support the engineering department
Will be working with engineering firms to develop estimates. A small bit of travel will be required (travel to engineering firms in Baton Rouge and Houston)
This will be an in office role
Construction field experience is a plus as well as a heavy mechanical piping background
Project side - experience with major projects is a must. They consider major as anything over 25 million. Small and mid cap experience is good, but they really need that large cap experience or at least have the aptitude to handle something like that

Cost Estimator
Overview
The Cost Estimator will provide comprehensive cost estimating support for engineering projects and will work closely with Engineering Firm, Project Management, Engineering, Global Procurement, and Construction teams to ensure projects are developed and executed so that performance is continuously improved.
Estimator will report within the Project Controls Engineering Department and will support small, medium, and major projects. The successful candidate will have previous multi-discipline estimating experience, field construction experience, and a track record of performance delivery. Capital projects estimating experience is preferred.
Responsibilities
- Perform estimate assurance for engineering contractor developed FEL-1, FEL-2 and FEL-3 estimates for medium and major projects; identify gaps and risk areas in cost estimates.
- Provide rough order of magnitude estimates to evaluate various conceptual alternates and support economic evaluations for small, midcap and large projects.
- Generate conceptual MTOs based on PFDs, P&IDs and plot plans.
- Coordinate and perform the development of FEL-3 estimates for small projects as needed.
- Collaborate with site construction group for all phases of engineering projects.
- Ensures alignment with corporate policies and procedures to establish consistency and accuracy in project estimating and budget establishment.
- Interfaces with Project Engineer to gain a complete understanding of the project scope.
- Performs top down, bottom up, unit rate and factored estimates as required to support small to medium size projects.
- Performs check estimates in support of the refineries major projects group (validation of industry factors and refinery norms used in developing the estimate.)
- Support benchmarking studies to compare estimates to internal and external metrics, including the interpretation of results. Is the local contact for Independent Project Analysis, Inc. (IPA).
- Develops or contributes to a central repository for storing historical data and maintaining refinery estimating norms with the collection, data storage, and publishing of project metrics.
- Perform job walks as necessary to support estimate development.
- Maintain and improve estimating tools to be used by project engineers in the development of small project estimates.
- Performs periodic training on estimating topics to the Engineering Department.
- Meets with engineering firm estimators and project team as needed (some travel required).
Qualifications
- Education: bachelor's degree preferably in Construction Management, Engineering, or equivalent project controls estimating experience.
- Experience: 8+ years; Construction field experience; Multi-discipline and Capital project estimating preferred.
- Computer/Technical Proficiencies: Advanced skills and knowledge with the following: 1) AspenTech Capital Cost Estimator, 2) AspenTech In-Plant/Capital Cost Estimator, 3) Proficiency Excel and other MS office products; Word, Outlook, PowerPoint.
