JOB TITLE: MECHANICAL INTEGRITY ENGINEER (RELIABILITY) 

DEPARTMENT: MAINTENANCE DEPARTMENT 

REPORTS TO: MAINTENANCE MANAGER 

EXEMPT/NON-EXEMPT: EXEMPT 

MANAGERIAL (Y/N): Direct reports: 10 (contractors)

 

OVERALL RESPONSIBILITIES 

  • Ensure all mechanical integrity programs are maintained and in compliance with regulatory and corporate requirements. Ensure all work is performed by qualified and certified third party contractors in order to maintain the facility at peak operating efficiency on a 24 hour basis, consistent with company and governmental standards of safety, environmental and quality control
  • Employees in this job supervise the inspection, repair, and maintenance of mechanical equipment and systems. The employee is required to plan and assign the work of subordinate employees or contractors, to review work performance and products to ensure conformance with established methods, policies, and procedures.

 

ESSENTIAL FUNCTIONS

Processes and Procedures: 

  • Perform work audits and verify that all employees are actively engaged in tasks that are related to business and to verify that all procedures are followed.
  • Ensure events and services are accurately documented and entered into SAP in a timely manner.
  • Identifies opportunities for improvements in areas of safety, environmental, cost, productivity, and product quality.
  • Prepares documentation and reports needed to keep Maintenance Manager and other department heads fully informed of maintenance operations. Implement corrective actions from inspection reports using SAP CMMS program.
  • Review project books at the completion of new installation and provide recommendation on new inspection process. Include equipment on appropriate inspection process, schedule and include into CMMS and RBMI programs.
  • Develop inspection schedule of each piece and type of equipment in the facility and correspond each piece of equipment to an approved inspection procedure and method.
  • Oversee mechanical integrity program with respect to internal and external tank inspections, pipe inspections, pressure vessels, rotating equipment, and pressure and vacuum relief devices.
  • Develop, maintain and oversee coating program for mechanical equipment including tanks, pumps, pipes, exchanger, structures, labeling, etc.
  • Oversee and direct the insulation repairs to tanks, pipes and equipment to maintain integrity of system and equipment.
  • Provide necessary support and expertise needed to maintain the operational integrity and efficiency of all transfer, storage and distribution systems, equipment and machinery.
  • Assists Maintenance Manager with the development and implementation of ongoing and preventive maintenance and predictive maintenance programs to enhance effectiveness of all operating systems and facilities.
  • Originates documentation needed to assure department efficiency and flow of essential information to Maintenance Manager, Maintenance personnel and all relevant departments
  • Participate in internal audits, regulatory audits, customer audits, and certification audits by meeting and reviewing inspection procedures and records with auditor, and correcting any deficiencies noted.
  • Develop and maintain equipment hierarchy and asset identification of field equipment, instrumentation, spare equipment inventory, critical equipment, and integrity equipment for Computer Maintenance Management System (CMMS) and Risk Based Mechanical Integrity (RBMI) programs and data bases. Confirm equipment assets match P&IDs.
  • Actively serve on quality committees, task force and Haz-op studies, Management of Change (MOC), Safe Work Plan (SWP), Job Safety Analysis (JSA), Root Cause Analysis (RCA) when requested by Maintenance Manager.
  • Accomplishes maintenance and organization goals and objectives, and meets maintenance financial standards by providing annual budget information; monitoring expenditures; identifying variances.
  • Evaluates functionality and reliability of facility systems and associated equipment by conferring with operating departments; identifying problems and requirements.
  • Inspects and audits work for completeness to meet policy and procedures requirements including ISO standards.
  • Responsible for a number of systems including but not limited to the following – Chemical storage tanks, piping, pressure vessels and pressure relief valves.
  • Studies blueprints and diagrams in order to plan material and labor needed to accomplish tasks.
  • May develop specifications from general description of parts of assemblies to be fabricated and draw or sketch device to be made.
  • Follow up corrective actions and implement countermeasures to minimize reoccurrence of equipment breakdowns and malfunctions
  • Managing on site the facilities team and third party sub-contractors ensuring they complete tasks on time and safely to required standards
  • Maintain equipment spares
  • Plan for and implement process improvements

 

Communication: 

  • Capabilities of receiving and giving complex instructions accurately; Ability to manage and adjust well to varying degrees of changes.
  • To have good communication and interpersonal skills; Maintain professional courtesy and demeanor
  • Maintains records, prepares reports, and composes correspondence relative to the work.
  • Facilitates effective two-way communication between management and employees on all matters related to safety including the company's safety mission and objectives. Communicates to management employees' safety questions and concerns.

 

Coaching and Development: 

  • Assists Maintenance Manager with the training, development, motivation and assessment of maintenance personnel.
  • Key contributor to all departments as a technical resource for mechanical integrity.
  • Updates job knowledge by participating in educational opportunities; reading technical publications.
  • To be open to new ideas, understand the need for change and be willing to adapt
  • To be aware of issues of equality and diversity, to understand and be sensitive to cultural differences
  • Evaluates and verifies employee/contractor performance through the review of completed work assignments and work techniques.

 

Safety and Environmental: 

  • Ensures all appropriate safety permits and approvals are obtained and adhered to.
  • Complies with all Company and governmental safety and environmental protection rules and regulations, specifically those relating to OSHA, EPA, Texas Commission of Environmental Quality, the Texas Water Commission and Coast Guard to assure the safety of all OTH employees, visitors and surrounding environments.
  • Maintains safe and healthy work environment by following standards and procedures; complying with legal codes and regulations.
  • Thorough knowledge of the occupation hazards and corresponding safety precautions necessary for the safe performance of assigned duties.
  • Instills in each employee a safety attitude such that the employee will keep safety uppermost in his mind and will respond to unexpected emergency situations in a safe and prudent manner.
  • Performs safety observation activities on employees/contractors in the field. Establish goals for frequency of assessments and proper actions.
  • Ensures that all employees/contractors abide by all applicable safety rules and practices as established by the customer, and regulations.
  • Conducts regular safety meetings.
  • Document and gather all evidence for all non-conformances that occur. All parties' statements must be completed and submitted prior to the employees' and Superintendents' work day being complete.

 

Scheduling: 

  • Reviews, plans, schedules and coordinates work assignments in accordance of priority.
  • Direct the activities of personnel in such a way as it will ensure the operating efficiency of all terminal systems and equipment on a constant 24 hour basis.
  • Supervise personnel to ensure that all assignments are performed in accordance to maintenance procedures, safety programs and are done efficiently.
  • Procure all necessary materials and equipment needed to carry out assignments and tasks in order to maintain terminal.
  • Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
  • Recognizes, promptly report, and correct unsafe acts, conditions, and procedures. Motivates employees to do the same.

 

OTHER FUNCTIONS 

  • In case of absence, the employee's supervisor will assume and/or assign responsibility for this position's duties.
  • Perform other job related duties as assigned.

 

MINIMUM QUALIFICATIONS 

  • BS degree in Mechanical Engineering
  • At least three (3) years of experience as practicing engineer
  • API 653/API 510/API 570 Certifications Preferred
  • Project Management experience preferred
  • Process Safety Management experience preferred
  • Experience with reliability practices, mechanical integrity and predictive/ preventative maintenance in a chemical terminal, chemical plant or refinery
  • Ability to read and understand blueprints, schematics, drawings and charts
  • Demonstrates a continuous improvement orientation in producing upgraded systems, processes and preventive measures
  • Ability to speak and write the English language, using correct and grammar and spelling

 

PHYSICAL/MENTAL REQUIREMENTS 

  • Occasionally: Climb stairs to top of tanks, bending over, crawling, climbing ladders, reaching overhead, crouching, kneeling, balancing, pushing or pulling, grasping, repetitive use of legs, lifting or carrying 11-50 pounds, fine manipulation, touching, discriminating colors.
  • Frequently: Sitting, standing, walking (general), walking in or out of terminal and through a turnstile, repetitive use of hands/arms, lifting or carrying 10 pounds or less, eye/hand coordination, talking, keyboarding/typing, thinking analytically, producing unique or creative solutions to problems, receiving and transmitting information accurately using oral and written communications, remembering details, making decisions, adjusting to changes, examining/observing details, using math/calculations.
  • Continuously: Hearing, smelling, seeing, maintaining stamina during the workday; understanding, assimilating and drawing conclusions from information and data; concentrating on tasks, maintaining attention span during the work day, using English language correctly.

 

WORKING CONDITIONS 

  • Occasionally: Working irregular hours, on call, wearing PPE, working in hot/cold temperatures, working outside, working around electrical hazards, falling hazards (wearing safety harness), heavy machinery, and sharp objects/tools, working at heights and in confined spaces, working around exposure to fumes, gases, odors, dirt, dust, grease, oil, mud, excessive noise exposure, hot temperature devices and vibration; maintaining composure and professionalism under emotional stress, working in difficult interpersonal situations, traveling locally between office locations, travelling domestically.
  • Frequently: Performing multiple tasks at the same time.
  • Continuously: Working in close proximity/potential exposure to hazardous chemicals, maintaining respirator fit, ability to evacuate on foot in an emergency, maintaining TWIC card, maintaining a high level of energy and productivity throughout the work day.
