Our client is a national construction contractor primarily serving the petroleum refining, power generation, chemical processing, alternative fuels, terminal oil & gas, and associated industrial manufacturing industries.


POSITION TITLE: PROJECT PLANNER
REPORTS TO: Position Reports to the Project Control Manager.

POSITION SUMMARY
Perform routine scheduling assignments, which require the selection and application of
resource monitoring principles, techniques and technical knowledge of construction
projects. Perform tasks related to the collection and evaluation of data required to
monitor project schedules.

FUNCTIONS OF THE JOB
Essential Functions
1. Incorporate safety and environmental responsibility into daily action, including participation
in safety audits.
2. Utilize and improve the for effective and efficient
fulfillment of requirements from customers, regulators and values, policies, objectives
and targets.
3. Incorporate positive interpersonal skills when communicating or interacting with customer,
subcontract, vendor, craft and client personnel.
4. Employ organizational skills that effectively minimize obstacles that negatively impact the
project. When obstacles arise, employ sound decision-making/problem solving skills to
resolve the issue.
5. Apply innovative and effective planning/scheduling techniques to maximize employee
performance.
6. Utilize efficient estimating, cost control and cost forecasting skills.
7. Field review scopes of work and develop job steps (activities), craft breakdown and manhours
required.
8. Verify the justification and approval signatures on scope forms before entering the scope into
the plan.
9. Ensure that all scope growth and EWR's are incorporated into the plan and scheduled on a
timely basis.
10. Review scopes with the Safety Coordinator to understand the safety requirements.
11. Review scopes with Quality Assurance Manager to develop all inclusive list of Non
Destructive Test (NDT) requirements for x-ray, magnetic particle, dye penetrant, hydro
testing, etc, required to satisfy code and customer requirements. Incorporate individual
requirements into the plan as activities.
12. Know and understand the environmental requirements pertaining to the composition and
estimated quantity of materials to be removed and cleaned from equipment.
13. Alert the Health and Safety Manager of work involving:
a. Asbestos
b. Insulation or other ceramic fibers, silica
c. Lead-based paint, sandblasting
(These specialized items should be noted in the detailed computer plan.)
14. Use client standard planning codes to input all scope of work, including capital work to be
done during the project, into the planning system.
15. Carry out detail scheduling of the project plan.
16. Perform 'what-if' scenarios to develop the best schedule.
17. Work with customer 'Operations' personnel to develop detailed plans for shutdown and
startup work.
18. Develop craft and subcontract man-hours.
19. At the beginning of a project, provide daily planned manpower for each week's
requirements and recommendations to Project Control Manager.
20. Use client standard tagging to coordinate, assist and ensure field tagging of all equipment for
approved scope of work.
21. Ensure that all material, equipment, etc. needed for the project will arrive onsite as required
by the plan.
22. Prepare subcontractor work packages for the bid process and/or work execution.
23. Assist construction personnel in the development of mobile equipment and other specialized
tooling required for approved scope. These specialized items should be noted in the detailed
computer plan.
24. Assist in the development of the material list, specifying quantity, size and  material
codes for all material required for the approved scope.
25. Work closely with the Material Coordinator to ensure the purchase and delivery of these
materials to meet the project schedule. Obtain engineering involvement where required.
26. Assemble work packages, which include the following:
a. Index of equipment scopes of work
b. Engineering drawings, etc., for capital work.
c. Material, equipment and specialized tool lists.
d. Procedures for specialized activities, e.g. chemical cleaning
e. Manpower requirements.
f. Simple bar charts of the schedule.
g. Issue drawings to the Vice President - Construction, Site Project Manager and
Site Superintendent.
27. Provide orientation and training of the planning system to project personnel, i.e. assist
the refinery and field personnel in understanding the schedules, etc.
28. Conduct frequent walk-downs of the construction project observing work in progress or
completed work; use this information to update the schedule. The ability to enter confined
spaces, climb and wear appropriate personnel protection will be required.
29. Ensure that all critical path work is on or ahead of schedule.
30. Provide advice to accomplish any work that is falling behind.
31. Inform Project Control Manager and/or Site Project Manager and field supervision of all new
work (EWR) and progress of the project.
32. Work with Project Control Manager and/or Site Project Manager to eliminate or minimize
schedule overruns.
33. Participate in daily or weekly staff meetings or customer project coordination meetings,
when required.
34. Maintain master scope books.
35. Run and distribute shift schedules.
36. Maintain the EWR log.
37. Assist in the preparation of all planning-related reports.
