Area Team PSM Representative 
Location: Texas City, Texas

Job Summary: The Area Team (AT) Process Safety Management (PSM) Representative will provide support to their assigned Area Team to ensure PSM compliance. They will serve as facilitators and subject matter experts for their Area Teams in the areas of information management system for PSM (Intelex, RED), Management of Change (MOC), Investigations, Tier I auditing, recommendation management, area team progress reports/dashboard communication, and turnaround support. Additional responsibilities will be to provide coverage for co-workers on leave and weekend on-call for plant emergencies.

RESPONSIBILITIES
  • Assist the assigned AT members from all groups, Operations & Products Control, Technical Services, Engineering, ES&S, and Maintenance with questions concerning PSM Knowledge Management System (KMS)
  • Ensure all recommendations, incidents, and management of change from Intelex are linked to the RED
  • Monitor Intelex due dates and provide area team with regular status updates on coming due items (90 day look ahead) to ensure timely closure of items
  • Provide guidance and support to AT to ensure compliance with all PSM policies, both Local and Corporate, regarding MOC
  • Participate on Hazard Reviews on an as needed basis
  • Conduct Tier I audits of MOCs and Hazard Reviews
  • Work with assigned AT to manage MOC targeted completion dates, toward minimizing past due recommendations
  • Perform QA/QC for MOCs (i.e., Survey SAP work orders for assigned area, ensure an MOC was performed for per RSP-1307, review selected MOCs for assigned AT to ensure proper type of IE was performed, MOC actions were appropriate, entered into KMS, appropriate closure wording (and that closure criteria was met), spot check some closures in field / procedure updates, etc.)
  • Grant MOC deferrals, with PSM Supervisor approval
  • Ensure proper categorization of all incidents and investigations in assigned AT. Document closure comments, PSM incident matrix codes, RED equipment links, and incident control metrics in Intelex.
  • Facilitate all investigations in their assigned AT.   Ensure investigation leader and team is assigned promptly.
  • Track AT investigation progress to ensure completion of investigations within allotted time. 
  • Lead Category 3 investigation team.
  • Review all Category 2 Investigations and recommendations, prior to RLT review.   Participate in RLT reviews.
  • Conduct self-audits of Category 1 investigations.
  • Ensure Category 1 recommendations have been reviewed and approved by Area Team Lead (ATL), revise as necessary ensuring recommendations are actionable and address root cause.
  • Facilitate incident extensions with ATL, PSM Supervisor, and Department Manager approval.
  • Lead Operations and Maintenance self-audits, developing self-audit protocols as necessary (GEN 1016).
  • Review audits and ensure recommendations are entered into Intelex by area team owners.
  • Conduct quarterly self- audits of PSM processes to ensure compliance with PSM policies by all groups in the AT.
  • Lead annual PSM self-audits as required per RSP-1312 and RRD-1336-000.
  • Assist ATL to ensure compliance with recommendation closure timelines on all action items in their assigned AT.
  • Assist personnel with developing acceptable options for closing PSM recommendations.  Ensure appropriate (client) SME engagement, as appropriate, to develop acceptable closure options.
  • Communicate coming due and past due items to the AT and attend regular AT meetings. 
  • Audit recommendations weekly to ensure proper language is embedded in closure comments.
  • Grant recommendation deferrals with PSM Supervisor approval.
  • Provide weekly communication of PSM information affecting assigned AT.
  • Maintain dashboard, along with canned reports for coming due and past due items management for MOCs, investigations, and recommendations.
  • Provide feedback to supervisor and Intelex Administrator of area team report needs.
  • Support AT turnarounds, to ensure completion of MOCs and Investigations.
  • Assist developing and maintaining daily metrics to drive / track progress of TAR-related MOCs to RTSU (ready to start up) status. Provide occasional back up for performing MOC Change Coordinator functions (i.e., initiate MOCs in Intelex, conduct impact evaluations and What If analyses.)
  • Assist with ORR (Operational Readiness Review) to ensure units are in appropriate state to start up
  • Perform Facility Siting self audits during TAR to ensure building use conforms with requirements of Facility Siting policy (RGD-PS-000011-GB)
  • Review unit shut down and start up procedures for conformance with Exclusion Zone policy (RGD-PS-000014-GB)
