Process Safety Technician

Our client was founded with the principle that renewable fuels should come from non-food based sources that are environmentally, socially, and economically sustainable. 
The Company is upgrading and modifying an existing oil refinery to produce renewable diesel fuel, propane, and naphtha from sustainable low carbon feedstocks for the California Clean Energy fuel market (the 'Project').
 
They are looking for PSM Technician to support and take direction from the PSM Engineer supporting operations, engineering, maintenance, and the training department pre and post startup of the facility in a safe, efficient, and environmentally compliant manner in accordance with relevant procedures, policies, and objectives at the renewable fuels refinery in Bakersfield, CA.  
This is an office based position with substantial field work M-F position unless otherwise dictated by refinery requirements.
 
The PSM Technician will be responsible to:
  • Management of Change (MOC) Coordinator 
a. Work under the direction of the PSM Engineer and MOC change initiators to properly prepare MOC proposals. 
b. Assess proper risk review level for MOC's based on change scope utilizing RR Matrix. 
c. Assess and enforce proper MOC process participants, documentation, and PSI availability for MOC evaluation and risk review based on change type. 
d. Plan, Schedule, and Lead MOC risk review meetings, driving deep technical MOC risk discussions around operational risks. 
e. Prepare the required MOC documentation, including risk assessment conversations and necessary actions to deliver a technically accurate MOC to the plant. 
f. Develop, assign, and drive to closure MOC action items to close gaps identified in risk reviews. 
g. Interface throughout the MOC lifecycle to ensure actions are effectively managed to closure prior to new equipment start-up.
h. Prepare training materials and eventually lead classes in MOC
  • Assist the PSM Engineer with PSSR (Pre-Startup Safety Reviews) once equipment is ready to place  into service. 
a. Work with a diverse team to prepare documentation for assessment 
b. Support/lead a diverse team through a proper PSSR assessment, including robust documentation of that assessment 
c. Assign gap closure actions and drive to closure prior to equipment startup. 
  • Support the PSM Engineer with incident investigations eventually through experience leading investigations.
  • Prepare reports (MOC, Action item status and tracking, Incident status and tracking, PSSR and other risk process status including API 754 metrics) as directed by the PSM Engineer. 
  • Provide input to site PSM practices (CCR 5189.1 based, CalARP and EPA RMP as well). 
  • Support HSE Training coordinator as directed to ensure PSM compliance. 
  • Other support and primary roles will be added based on performance.
Required experience 
  • High school / GED minimum; Associates degree or higher a plus.  
  • Must be able to climb ladders and or stairs on tanks, vessels, and structures; ability to pass a fit test and wear a respirator/SCBA,
  • Ability to work in confined spaces and wear self-contained breathing apparatus as conditions dictate
  • Must be legally authorized to work in the United States
  • Must be able to pass pre-employment background screening and drug screen
  • Proficient computer skills, specifically with Google G Suite and Microsoft Office 
  • Must have a valid Driver's license and a clean driving record
  • Be able to respond to emergency calls as needed
  • Able to understand and assess risks based on process operating plant changes and participate/lead a team through a robust risk assessment of physical changes to an operating process plant (based on P&ID's, ISO's, Electrical Drawings, EAC, Safe Operating Limits, Technical Drawings, RV studies, Facility Siting, SDS, Fire Hazard Analysis (FHA) etc.) 
  • Some experience in participating/leading MOC, PSSR and other risk assessment techniques for assessing risk that may occur within refining processes as a result of physical/procedural changes to operating plant equipment. 
  • Experience in report writing, and skilled in participating in/leading a diverse technical and operations team through complex process operations conversations. 
  • Able to organize and provide robust reports on PSM deliverable status. 
  • Knowledgeable in the requirements of OSHA 1910.119 and CCR 5189.1 
  • Strong computer skills, Google Suite experience a plus
  • PHAPro experience a plus
  • Must be skilled in documenting team risk discussions. 
  • Must be well organized and have the ability to multitask. 
  • Experience in a refining or petrochemical process plant with operations or PSM experience desired 
  • Comfortable in a group environment and willing to facilitate/lead discussions as the position grows and develops
  • Must be a self-starter. Self-starters are individuals who take initiative, can work without supervision, and begin projects independently.
 
Preferred Experience:
  • Knowledge of industry codes and standards a plus
  • Ability to read and comprehend P&IDs a plus
  • Knowledgeable of Federal and State regulations for regulated facilities
  • 2+ years' experience in refining or chemical plant operations
  • Two (2) years of experience in operations/HSE position
  • Associate or technology degree in HSE, process technology or science discipline
 
Must be able to pass all CA safety, drug & alcohol requirements for refinery work
