PTS Advance refinery client, located in Martinez, CA is seeking a Project Controls Specialist to support the Maintenance Department in project development and execution. This includes execution of standard budgeting, forecasting, cost control, earned value and change management practices throughout project life-cycle's. This role will be assigned as the routine and major maintenance analyst and coordinate the development of bi-weekly expense reporting.

Hours of the position are Monday through Friday 6:30AM to 4:00PM (9-80) with availability 7 days per week during TAR events.

RESPONSIBILITIES:

Develop communications and reporting networks for data gathering, review, analysis and presentation of recommendations to ensure projects remains on schedule and within budget.
Review, analyze and communicate cost & progress data in Enterprise Project Controls software (SAP and IPS).
Communicate cost status & recommendations to the project teams, accounting and corporate to maintain the projects within approved budgets and cash flow constraints.
Work with project teams to develop and maintain project work breakdown structures according to MPC & Project Controls standards.
Validate major maintenance project estimates, ensuring adherence to estimate basis, MPC project estimating practices, identification of expense classifications, etc.
Review and maintain project performance measurement systems (IPS & Primavera P6) and reports for contractor progress.
Ensure both MPC and contractors adhere to project control procedures and reporting requirements.
Support Project Controls Supervisor with monthly portfolio and project status reporting
Coordinate the development of annual budgets as an evergreen effort (year-round), ensuring all required documentation is suitably developed per MPC standard.
Coordinate planning for future budget submittals with Maintenance / Project Controls teams to ensure department readiness.
Support the change management processes for budgeting and cost control of assigned projects.
Identify and communicate improvements for cost control procedures while implementing and maintaining the current process
Ensures assigned projects are closed out in a timely manner.
Interface with various departments to gather information, communicate issues, and resolve problems.


Minimum Qualifications

Must have High School Diploma or GED.
Must possess a high level of competency with cost control, scheduling, and forecasting with prior experience.
Must be proficient in Microsoft: Word, Excel and Outlook.
Must possess strong communication skills.
Must be legally authorized to work in the US without the need for future VISA sponsorship.

Preferred Qualifications

Bachelor of Science in Construction Management, Business, Accounting, Finance or Engineering preferred.
Greater than 1-year experience in executing, contracting, planning and scheduling projects work strongly preferred.
Previous experience in projects or construction planning, scheduling, or cost controls in refining or petrochemical industry is preferred.
Field experience and a successful history of collaborating with field execution leads.
Experience with Enterprise Project Controls systems such as SAP or Primavera P6 preferred.
Experience developing reports with data analytics tools Microsoft Suite (Advanced Excel Experience) such as Power BI.
