Staff Project Controls Specialist (Contract)

Position Overview
The Staff Project Controls Specialist is responsible for leading project controls processes and supporting the internal project management team to ensure successful execution of project deliverables within budget and schedule. This role will oversee planning, scheduling, cost control, forecasting, reporting, and earned value management activities across multiple projects.

The ideal candidate will have strong experience in project controls, scheduling, and cost management within engineering, procurement, and construction (EPC) environments.

Key Responsibilities
Project Controls & Planning
  • Lead project controls processes in coordination with the project management team.
  • Ensure proper project setup within Enterprise Planning & Controls software.
  • Create and maintain Work Breakdown Structures (WBS).
  • Develop, implement, and maintain scheduling reports, cost reports, cash flow forecasts, and project forecasting tools.
  • Develop and maintain earned value management systems.
  • Develop and maintain progress curves.
  • Perform project schedule what-if scenario analysis.
  • Support Interactive Project Planning Meetings (IPPM).

Scheduling & Cost Control
  • Develop various levels of project schedules.
  • Apply and review schedule logic ties and monitor resource loading.
  • Analyze and evaluate schedule management using Critical Path Method (CPM) scheduling techniques.
  • Support engineering, procurement, and construction planning, logistics, scheduling, and cost control.
  • Input and validate progress measurements.
  • Review and approve purchase orders and subcontract coding.
  • Review upstream and downstream change orders.
  • Input and document changes to project cost reports and forecasts.
  • Develop and present project cash flow reports.

Reporting & Analysis
  • Analyze data, review logs, and generate reports using Enterprise Planning & Controls software and related tools.
  • Create schedule reports and determine appropriate reporting formats.
  • Develop, review, and analyze scheduling reports and supporting documentation for accuracy.
  • Consult with project teams regarding schedule progress and forecasting.
  • Interface with project management and accounting teams to review project and contingency costs.
  • Support external audits related to project controls.
  • Assist with project forensic analysis activities.

Quality & Compliance
  • Perform quality checks and inspections on project controls deliverables.
  • Conduct field audits to validate reporting accuracy and process compliance.
  • Ensure compliance with company policies, standards, and procedures.
  • Perform additional duties as assigned.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, or related field required.
    • Applicable experience may substitute for degree requirements.
  • Minimum of 3 years of direct project controls experience.
  • Strong understanding of project scheduling, cost control, forecasting, and earned value management.
  • Excellent written and verbal communication skills.
  • Excellent interpersonal and collaboration skills.
  • Proficiency with Microsoft Office Suite.
  • OSHA 10-hour safety certification or ability to obtain certification.

Preferred Qualifications
  • Experience with Oracle Primavera P6.
  • Experience supporting EPC or industrial construction projects.
  • Familiarity with project forensic analysis and advanced scheduling techniques.
