Tank Project Program Coordinator

The Tank Project Program Coordinator is responsible for supporting and managing a multi-year tank maintenance program with an annual budget of $10–15 million. This role provides coordination between internal stakeholders, contractors, and vendors to ensure tank maintenance projects are properly scoped, competitively bid, scheduled, tracked, and executed. The position plays a key role in project controls, cost management, and schedule oversight, ensuring projects remain aligned with budget, schedule milestones, and operational requirements.
The successful candidate will work closely with maintenance, engineering, inspections, and contractor teams to help manage the cost and schedule tasks for each project related to the Tank Program (tank floor replacements, roof replacements, inspection-driven repairs, etc.)
Key Responsibilities
Program & Project Coordination
- Help in the Coordinating of the bid process of a Tank Program estimated at $10–15 million annually.
- Manage multiple tank maintenance projects simultaneously, ensuring alignment with operational priorities and regulatory requirements.
- Serve as the primary point of coordination between internal teams, contractors, and vendors.
Contractor & Vendor Management
- Receive project scopes of work, prepare a list of contractors to bid scope, and coordinate bid packages for tank repairs.
- Solicit, review, and evaluate contractor and vendor bids in collaboration with Maintenance leaders.
- Support contractor selection and contract award processes.
- Maintain regular communication with contractors to monitor progress and resolve execution issues.
Scheduling & Milestone Tracking
- Review and validate contractor schedules and key project milestones.
- Track schedule performance and identify potential delays or risks.
- Work with contractors to ensure milestone updates and schedule adjustments are properly documented.
Cost Controls & Reporting
- Develop and maintain project cost tracking and reporting tools.
- Prepare regular cost reports showing earned vs. burned metrics, forecasted costs, and variance analysis.
- Monitor project budgets and provide early warning of cost overruns.
- Support financial reporting and budgeting for the tank maintenance program.
Project Analysis & Performance Monitoring
- Analyze project performance using schedule and cost metrics.
- Identify opportunities for improved efficiency, cost savings, and schedule optimization.
- Support management with reporting and presentations on project status.
Compliance & Documentation
- Maintain project documentation including scopes, schedules, cost reports, and contractor deliverables.
Required Qualifications
- Planning, Scheduling, and Cost Control experience utilizing Microsoft Projects or Primavera (2years minimum)
- 5+ years of experience in project coordination, project controls, or maintenance planning within a refinery.
