Our client, a major refinery, has an immediate need for a Turnaround Cost Controller in Anacortes, WA. Short-term contract.

Duties for turnaround execution

• Review and validate cost reporting tool budget aligns with 10% estimate
  1. Document and report variances
• Review and validate current contractor cost workbooks and confirm manpower alignment with current P6 schedule.    Validate for appropriate indirect staffing and review rates consistent with previous event's actual rate.   Validate estimated shift schedule.
  1. Ensure baseline staffing plans and respective costs are reflected and reported in cost tracking tool as the current forecast.
• Monitor contractor daily force reports and report variances to plan.
  1. Ensure reporting aligns with CWB categories
• Ensure event reporting reports and dashboards are set up and reflect accurate data.
• Meet with contractor partners on a weekly basis to review current and proposed manpower staffing requirements.    Review and validate contractor forecasts.
• Monitor contingency drawdown.
• Monitor change order log.
• Updated and report event forecast weekly, factoring in manpower adjustments from latest contractor partner agreements
  1. Document key drivers & variances from previous
• Prepare and report on contractor KPI's
  1. Productivity
  2. Daily burn-rates
  3. Composite billing rates
  4. Remaining earning potential
• Utilize KPI's to report on and highlight forecast risks
• Validate and audit for accurate P6 data
  1. Direct vs. indirect
  2. Funding sources
  3. Correct contractor and resource designation
• Ensure contractors are adhering to staffing ramp-down plan
• Validate final costs and metrics for contract partners after event.
• Communicate cost impacts to other funding sources - projects and maintenance scope.
• Documents KPI's for next event estimate validations.

Hourly wage: $60-$65
