Utility Coordinator (Encroachment Engineer)  

The main objective for the Encroachment Engineer is to provide support for the safe operation of Company's pipeline facilities through engineering evaluation (design review, stress calculations, etc.) and communication with Enterprise stakeholders and the 3rd Parties that present encroachments to the Company's assets. Location: Downtown Houston, 77210
Pay Range: $44.00-$55.17
Duration: 6-12 months (may convert to permeant role based on work performance and company budget) 
Downtown Parking: At employees expense (non-reimbursable) 
Work Schedule: Fully onsite, no hybrid or remote available for position 
7.30am-5:00pm Monday -Thursday 
7.30am-12.30pm Friday

Qualifications / Requirements: 
  • Must have effective communication skills, Critical Thinking Skills and Civil Construction knowledge
    Encroachment Engineer Level 1: 1 to 3 years field/project engineering or encroachment engineering utility coordinator experience.
  • Must Have:
  • Communication - Effective speaking ability to gathering info via phone, patience to explain process and writing technical reports
  • Critical Thinking Skills - Ability to understand construction plans for civil projects (roads, bridges, public works, etc), pipeline installations and housing developments. Ability to learn technical calculations, such as API 1102 and stress calculations.
  • Civil Construction knowledge - Understanding of construction equipment and construction methods associated with roadway construction, public works projects and housing developments

Typical Review Process:
  • Review construction documents provided by Encroaching Entity.
  • Evaluate proposed construction and compare to Company standard requirements.
  • Coordinate with Encroaching Entity to confirm their scope and resolve conflicts.
  • Coordinate with internal departments - Integrity, Corrosion, Compliance, Land and Operations - to confirm condition of the Company pipeline(s) and integrate their evaluations into the technical report.
  • Perform required analysis (stress, seismic, etc.), mark-up drawings and write technical report.
  • If mitigation project not needed, submit technical report with safety stipulations to be included in approval letter.
  • If mitigation project needed, submit request to execute a pipeline protection or pipeline relocation project.
  • The role is best filled by someone with excellent communication skills, civil construction experience and someone comfortable of gathering information via phone.
  • Great role to learn the company as it is very involved with other departments.  It is very hands on and a busy team. Needs to be ready to hit the ground running and be prepared to communicate effectively whilst working from the office.  Not a remote role.


Responsibilities include, but are not limited to:

  • Review plan and profile drawings. Effectively work and communicate with 3rd parties, including private and public entities, to fully evaluate the scope of the encroachment, the proximity to Company pipelines or Company rights-of-way and potential impact to facilities.
  • Ensure proposed development and construction are being designed and constructed in accordance with the Company's Encroachment Evaluation Specifications and Regulatory Agency requirements.
  • Perform pipeline stress analysis associated with the encroachment including heavy equipment crossings, roadway and railroad crossings over existing pipeline and provide pipeline protection and/or mitigation recommendations where applicable.  
  • Provide written recommendations, design modification guidance and stipulations to Encroachment Agreement or Letter of No Objection issued to encroaching entity by Company Land Department.
  • Coordinate and attend meetings with various internal departments and 3rd parties as required.

Required Education and/or Experience:

  • BS in engineering - Civil or Mechanical engineering
  • 1 - 3 years in utility coordination experience. Plus, for experience in oil & gas industry.
  • Excellent writing and communication skills.
  • Ability to effectively comprehend and mark-up construction drawings.

Preferred Experience / Abilities:

  • Ability to work on multiple assignments simultaneously
  • Ability to analyze and evaluate dredging activities and impact to Company's pipeline(s)
  • Familiar with GIS, Google Maps and Blue Beam software
  • PE licensure in the State of Texas or ability to obtain PE licensure within 6 months of hire is a plus.
  • Deal breakers - Must work in the office and follow Company policies (i.e. business casual attire)
