We are currently looking for a Plant Compliance Manager in Compton, CA.

 

Position Summary:

 

Reporting to the Vice President of Safety & Compliance, the Compliance manager will be responsible for ensuring plants and facilities are maintaining appropriate compliance with regulatory requirements, including Cal/OSHA and Process Safety Management (PSM). The Compliance Manager will be responsible for maintaining and implementing regulatory programs and plans and working across departments within the organization. The Compliance Manager is responsible for managing and maintaining documentation for medical surveillance and respiratory protection and fit testing programs.

 

Essential Duties and Responsibilities:

 

*              Plans and implements safety policies and procedures in compliance with local, state, and federal rules and regulations.

*              Manages Cal/OSHA Process Safety Management (PSM) programs for affected facilities, including conducting PHA's, Management of Change (MOC), Mechanical Integrity, maintaining required documentation, working cross functionally with departments to ensure program compliance, and participating in regulatory audits and action planning.

*              Updates and maintains Cal/OSHA regulatory plans and documents for all facilities including IIPP, Emergency Action Plans, Hazard Communications, etc.…

*              Coordinate with members of the Safety Department to implement regulatory changes as necessary across all locations.

*              Communicate frequently with external regulatory agencies, consultants, and customers.

*              Ensure contractors meet company and regulatory requirements and maintain documentation.

*              Stays current on upcoming regulatory changes and anticipates their impact on the organization.

*              Schedule, track, and manage compliance of medical surveillance programs, including respiratory fit testing, audiometry, and other examinations.

*              Participates in the investigation of accidents and injuries and cooperates in the preparation of material and evidence. Conducts root cause analysis and determines corrective action.

*              Ensures compliance, proper calibration, and maintenance of safety equipment, such as portable gas and H2S monitors.

*              Inspect, test, and maintain safety and emergency equipment including Fire Monitors, Safety Showers, Fire Extinguishers, AFFF Foam, and First Aid Stations.

*              Inspects facilities to detect potential hazards, determines corrective or preventative measures where indicated, and follows up to ensure measures have been implemented.

 

Required Qualifications:

 

*              Minimum 5 years safety, health, and process safety experience

*              Oil refinery experience required

*              Extensive knowledge of Process Safety Management and OSHA regulations

*              Ability to effectively communicate at all levels in the organization

*              Excellent verbal and written communication skills.

*              Strong industrial hygiene experience

*              College degree, education and certifications in related disciplines strongly preferred

 

Knowledge, Skills, and Abilities:

 

*              Knowledge of administrative and office procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and workplace terminology.

*              Knowledge of safety regulations including  state, federal, and governmental agencies.

*              Works effectively under pressure to meet deadlines.

*              Skilled at developing and maintaining good working relationships.

*              Ability to plan and execute events, safety meetings, incident review meetings, and safety recognitions.

*              Ability to develop, coach, and mentor others including the ability to train and work independently with minimal supervision.

*              The ability to analyze and identify risk trends, problems and solutions.

Preferred Qualifications:

*              Bachelor's degree in Occupational Health and Safety preferred.

 

Annual salary: $90000-$100000 based on experience.
