Our client is a midstream company and it's facility in the Greater Houston area has 100+ storage tanks. They are looking to hire a Process Engineer to work on multiple small cap projects. Will consider any background in chemicals/petrochemicals/refinery process engineering operations. Any specific midstream experience is advantageous. Ideally 5-15 years experience.

OVERALL RESPONSIBILITIES
- The role of this position and that of the Engineering Manager are similar in many aspects due to this position needing to provide backup support for the Engineering Manager, and both positions to take on tasks of the other depending on workloads.
- For Sales Opportunities:
Provide initial assessments of new Sale Opportunities.
Coordinate and update the BRT Checklist, with PMs, on Engineering efforts for Sales Opportunities.
- PM(s) under the Project Engineering Manager to develop the Scope/Basis/Cost & Schedule Estimates, with Stakeholder approvals, for Sales Opportunities.
- Process Engineer to Assist PMs on scope development and to review final package before Stakeholder approval.
Specifically participate in any associated hazard reviews.
- Process Engineer to provide updates and improvements to the Cost Estimate Template.
- Participate in hazard reviews of Sales Opportunities.
- Operations to lead COS management, coordinating, and reporting. Sales to insure all needed information is in the CRM, and to lead the weekly updates of Sales Opportunities.
- Process Engineer to prompt Sales for any missing or additional data to fully develop evaluations and outfittings needed for Sales Opportunities.
- Provide process engineering efforts needed for new customer outfittings.
- Maintain and keep current the marine jetty and vapor return line status tracker, as well as the tank status update, specifically relative to all customer outfittings.
- Long term to lead marine jetty & vapor return line optimization for changing needs, as well as utility system changes needed new customer needs.
- Provide the process engineering support for the Terminal, as needed to address Operating questions/issues, incident investigations & associated action items, new outfittings, needed utility understandings/optimizations, relating to QHSE limits:
Liquid and vapor pressure drops.
Heat loss and gain.
Pressure buildups and drops.
Determining vapor phase concentrations.
Carbon and liquid scrubber absorptions.
- Support resolving chiller and carbon vessel renting issues, only as needed.
PVSV capacities.
Control logic.
Creating PFDs.
- Responsible for providing ad-hoc technical engineering support and guidance to departments within the US terminals organization.
- Continually work to reduce incidents and improve Engineering productivity and quality, related to all the above.
- Promote and encourage good ideas as put forth by others.
- Assist with Engineering interviewing and training efforts.
ESSENTIAL FUNCTIONS
Provide support, coordination, and engineering of Sale Opportunity efforts.
Responsible for providing process & technical engineering support and guidance to departments within the US terminals organization.
- Assist Operations, Maintenance, other engineers, managers, and colleagues with finding process & technical solutions to identified issues.
- Act as an internal resource to the project engineering group and make recommendations on system development, improvements, optimization, or support efforts.
- Review as needed, the design and engineering work performed by consultants and contractors, to help ensure engineering, quality, Operations friendly, and QHSE standards are being met.
- Develops operating methodologies to ensure safe start, run, and shutdown of tank and utility systems.
- Ensures utility systems are efficient, operating at peak performance with minimal energy waste.
- Serve as an internal resource on all matters related to chemicals and utilities to other engineers within the group on project related matters.
OTHER FUNCTIONS
In case of absence:
- Engineering Manager to fill in or support.
- They or PMs will provide updates to the Sales Opportunities the PMs are developing.
Perform other job-related duties as assigned.
MINIMUM QUALIFICATIONS
- BS degree in chemical engineering, or related engineering field.
- 10+ years of experience in logistics and process and/or utility engineering at a chemical terminal, chemical plant, refinery or multi discipline engineering firm.
- Specifically comfortable with performing engineering with spreadsheets and with little or no support, limited historical/field data, and willing to endorse one's final design.
- Full facility experience with comprehensive understanding of logistics, utility infrastructure, and coordination with multiple departments, specifically Operations, Maintenance, and QHSE.
- Experience and working knowledge with a wide range of chemicals and all their properties; including reactive, physical, health, hygiene, fire & safety.
- Experienced and comfortable at conducting multiple projects at the same time, wearing multiple hats, and executing assignments with minimal direction and oversight.
- Experienced and effective at leading or managing teams.
- Have solid communication capabilities, specifically the ability to provide executive summaries on complex and technical topics.
