Cost Engineer Job Description
The Cost Engineer (CE) performs cost estimating, analysis, and control activities. The CE has capability to execute the technical tasks as well as lead contractors in doing them. In addition to technical ability, a CE should demonstrate sound communication, facilitation, and interpersonal skills.
Role Responsibilities
- Provide overall project cost, estimating, progress measurement, and change management leadership and expertise.
- Manage project Cost throughout the project life cycle
- Fully understand the scope of the project, contractual requirements, identify the major milestones and set clear priorities for the project team
- Mentor junior project controls engineers and ensure the technical quality and timeliness of work
- Participate in kick-offs and ongoing meetings with the Engineering, Procurement and Construction (EPC) contractor(s) to ensure common understanding of cost controls requirements
- Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports
- Assists in preparing cost data for projects, proposals and contract negotiations.
- Scope change management
- Assists in preparing budgets in accordance with prescribed standards and procedures
- Independently provides financial reporting and trending
- Prepare and manage the staffing plans (cost and jobhours)
- Prepare and coordinate cost reports
- Collects and classifies cost engineering data
- Performs data analysis and development
- Stewards Project cost/schedule with ongoing project analysis, reporting, forecasting, budgeting and Change Management
- Coordinate the collecting, analyzing, and reporting of project cost information to ensure overall project status is assessed, potential problem areas are identified
- Support monthly financial projections by analyzing progress and productivity data to coordinate and compile input from team members and reports
- Analyze trends, prepare forecasts, opportunities and vulnerabilities
- Administer the project change control process and communicate implication of changes
Skills and Qualifications
- Bachelor's Degree in a field related to Engineering, Engineering Technology or Construction Management from a recognized university
- Minimum 10+ years of project controls experience focused on cost control, planning, and schedule control
- Knowledge of financial reporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls
- Preferred: Experience in working in Brownfield oil and gas environment
- Demonstrated leadership skills
- Good command of English both written and spoken
- Strong MS Excel and presentation skills
- Strong influencing without authority, consulting, mentoring, analytical, and computing skills
- Strong interpersonal and communication skills; ability to clearly and concisely convey recommendations to management / leadership
- Preferred Knowledge/Skills/Abilities
- Preferably 10+ years of prior industry experience
- Experience using analytical tools such as Power BI
- Ability to multitask and respond quickly to urgent analysis requests
